Cleveland

Cuyahoga County indexes the parcel. The amount is inside the mortgage.

The Fiscal Officer's recording index names the parties and the parcel number of every mortgage recorded in Cuyahoga County, and no amount. Circlemark reads every commercial mortgage that falls due inside the next twelve months for the stated principal and maturity — an Ohio mortgage prints its principal in numerals and usually in words — ties it to the Fiscal Officer's parcel listing, and checks it against releases and assignments every week.

Where the numbers come from

  • Cuyahoga County Fiscal Officer, recording office — mortgages, releases, partial releases, assignments
  • Cuyahoga County Fiscal Officer, parcel listing — parcel number, owner, land use, market value

A light read, and what that means

Cleveland is one of the metros Circlemark reads light. Rather than every mortgage since 2015, the index is listed for the origination years whose maturity falls inside the next twelve months — the vintages a five-, seven- or ten-year term, or a three-year bridge, puts due now — and each mortgage's first pages are read for the stated principal and maturity, cited to the page. A loan due in three years is not listed yet; it will be when its vintage enters the window. How the light read works.

What the record does not say

The parcel listing carries no coordinates and, on the rows recorded from 2016 to 2019, the Fiscal Officer indexed only the word Ohio as the address, so fewer than half of Cleveland's loans sit on a parcel. The rest are placed from the address the index or the legal description gives, where one does, and otherwise stay unplaced on the map with their lender, borrower and amount intact. Property types come from Ohio's land-use code as the Fiscal Officer files it. Ohio forecloses through the Court of Common Pleas and the recorder sees only the sheriff's deed, so a foreclosure is not yet matched here.
